Objectives
The objectives of Rajbhasha Prabhag (Hindi Division) are to ensure compliance with the official language policy of Government of India, i.e. the provisions made in the Constitution of India (Part -XVII, Articles 343 to 351) regarding Official Language; The Official Languages (OL) Act, 1963; (as amended in 1967), the Government resolutions regarding Official Language, 1968; Official Languages (OL) Rules, 1976 and also to motivate staff members to achieve the targets fixed in the annual programme issued by Department of Rajbhasha, Ministry of Home Affairs, Government of India for the progressive use of Hindi language.
(A) Capacity Building 1) Hindi workshops are conducted regularly for enabling NMML staff members to do their office work in Hindi language. 2) Training is imparted to staff members for doing their work on computers using Hindi language.
(B) Creating conducive atmosphere 1) Hindi Competitions : Various types of Hindi competitions are organized to create interest among staff members towards Hindi as also to enrich their knowledge of Hindi. Competitions are organized at inter-departmental as well as at intra-departmental level. 2) Hindi Day function : A function is organized every year on the occasion of Hindi Day which falls on 14 September and prizes are distributed to the winners of various competitions.
(C) Meeting of Official Language Implementation Committee
Work relating to implementation of the Official Language Policy in NMML is being looked after by the Assistant Director (Hindi). The Departmental Official Language Implementation Committee of the organization is constituted under the chairmanship of the Director, NMML. All Heads of Divisions are members of OLIC.
Quarterly meetings of the Official Language Implementation Committee (OLIC) are held to review the position on use of Hindi by the Sections. After due deliberations, appropriate decisions are taken with a view to encouraging and increasing the use of Hindi language in official work. Suitable instructions are issued to the Sections for achieving the targets prescribed by Government of India under its annual programme.
(D) Preparation of Reference Material :
Rajbhasha Prabhag prepares and updates, from time to time, administrative glossary, standard drafts, collection of English and Hindi expressions and various other types of support material in Hindi which are made available to the staff members to facilitate the use of Hindi in their office work.
(E) Translation
The Division provides translation of manuals and various documents coming under Section 3(3) of Official Languages Act, 1963. This is in addition to all kinds of procedural literature, stationery, publications, advertisements, hoardings, brochures, slogans, policy circulars/circulars, instructions issued by different Sections, day-to-day correspondence, various schemes of publicity material, invitation cards, Annual Reports and press communiqués.
Activities
"Hindi Samaroh", organized in NMML from 15 September - 7 October 2010, was inaugurated by Dr. Manager Pandey, famous Hindi writer, critic and former Professor of Jawaharlal Nehru University and Dr. Dev Shanker 'Naveen' of Indira Gandhi National Open University. A film on the works and life of Baba Nagarjun, an eminent poet was screened on the inaugural day.
Various competitions like essay writing, noting/drafting, quiz, translation, poetry recitation, speeches, sky-show and screening of films were organized for the employees to promote and encourage the use of Hindi, the official language, in their daily office work.
On January 19, 2011 a prize distribution function was held in the Auditorium where 48 prizes for the Hindi Samaroh competitions were given away to the winners by Prof. Mridula Mukherjee, Director, NMML. A film on the life and works of Manu Bhandari, an eminent Hindi writer, was also screened on the occasion.
Nehru Memorial Museum and Library was awarded the "Indira Gandhi Rajbhasha Puraskar" of the Department of Official Language, Ministry of Home Affairs, Government of India, in recognition of the commendable work done by the institution. The Hon'ble Vice President of India, Shri Mohammad Hamid Ansari gave the award on 14 September, 2010 at a special function held at Vigyan Bhavan.
